he court pointed out that there is no ‘government quota’ or ‘management quota’ in Kerala since 2017, when Kerala Medical Education Act, came into being and that admissions are conducted by the Commissioner for Entrance Examinations based on a common entrance test and fees are fixed by an Admission and Fee Regulatory Committee (AFRC), so as to avoid profiteering by the colleges.
If the OM is directed to be implemented as it is, the fees for the remaining ‘management seats’ have to be increased as the colleges cannot sustain as the AFRC fixes the fee at a minimum taking into consideration the infrastructural investments, future prospects, and other criteria mandated by law, the court said.
